Abstract/Key issues: For many clusters, a mid-skilled workforce that understands the
particular business setting provides its greatest value. It is one of the few assets that cannot be imported. This mini-forum explains the advantages and limitations of specialization to employers and employees and describes ways that various education and training institutions can and do support and respond to specific cluster skill and knowledge needs.
